Our board of directors represents the most innovative large and small technology driven businesses in Rhode Island.
Tim is founder and CEO of Trilix Tech and former CEO of Atrion, which was acquired by Carousel Industries and is where he currently serves as chief client officer. He holds significant leadership roles within Rhode Island as a Trustee for the RI Public Expenditure Council, a Director of the RI Commerce Corporation, and a board member for several non-profits including Tech Collective, Boy Scouts of America-Narragansett Council, RI Museum of Science and Art (RIMOSA), and Greenschools.
Joe Devine is the CTO of Bridge Technical Talent, an IT staffing/consulting firm and has over 30 years of experience in engineering, manufacturing, and information technology. Joe’s passion is building computer science career pathways in RI, particularly for women and minorities. He serves on several college computer science academic advisory panels. Joe also serves on the Board of Directors for the Tech Collective, the Academy for Career Exploration, and the Providence After School Alliance (PASA).
Jeanne Lieb is the CIO at FM Global, one of the world leaders in commercial property insurance. She was elected SVP, Information Services in 2003. Jeanne is a member of FM Global’s executive oversight group for business transformation, the company’s technology steering committee and its market and product development committee. She has served as a mentor to students in the Rhode Island Year Up program and was honored with its Outstanding Mentor of the Year Award. In addition to being on the board of Tech Collective, Jeanne is also on the board of the Rhode Island Quality Institute.
Sandy is a Partner at KLR with over 18 years of experience providing accounting and business consulting services to non-profit organizations, mortgage brokers, foundations, construction companies, schools, and start-up companies. In addition to serving as the treasurer of Tech Collective, Sandy also serves on the board of the Worksite Wellness Council of Rhode Island, Rhode Island Business Group on Health, and the Rhode Island Film Collaborative. She is also a Certified Fraud Examiner (CFE) and a member of the American Institute of Certified Public Accountants (AICPA), the Association of Certified Fraud Examiners (ACFE), the Massachusetts Society of Certified Public Accountants (MSCPA), the Rhode Island Society of Certified Public Accountants (RISCPA), and the Rhode Island Society of CPAs Not for Profit Committee.
Sergio has been in the construction industry for the past 20 years, building retail centers to industrial recycling centers. Since technology has always been in his nature, he co-founded Subbids.com, a tech startup for subcontractors like himself. He also spends some of his time traveling the world as a Startup Weekend Facilitator and helping to build startups in a 54-hour frenzy. When he’s not organizing, facilitation and hosting startup events, he likes to unwind by a campfire with his wife, two kids and golden doodle that looks like a big teddy bear.
Jacques currently serves as the Chief Information Officer for the New England Institute of Technology, in East Greenwich RI. Prior to his position at New England Tech, Jacques served as the Director of Network Services at Harvard University in Cambridge MA. His business experience includes IT Director positions with Thompson Financial (Thomson Reuters), State Street Corporation, and Fidelity Investments, all located in Boston, MA. Prior to this, Jacques also held several positions at MIT Lincoln Laboratory in Lexington MA.
Kimberly Kowal Arcand is a science visualization expert where she combines her background in molecular biology and computer science with her current work in the fields of astronomy and physics. Arcand studies the perception and comprehension of high-energy data visualization across the novice-expert spectrum. She is also an award-winning producer and director, and a TEDx speaker.
A Cum Laude graduate with a degree in Marketing from Bridgewater State University, Lisa has spent over two decades in the sales and marketing arena. She is certified in Advanced Image Consulting from London Image Institute and owns two businesses, Shorr Success and Secure Future Tech Solutions. Lisa has coached numerous small businesses on growth strategies and delivered Professional Development and Corporate Branding workshops and seminars across the United States. She has styled many professional women and men on photoshoots, television shows and in the privacy of their own closets! Her articles on style, career development and IT, have been published in notable magazines and newspapers and online including PC World, ChannelPro Magazine, Providence Business News, GoLocalProv, Rhode Island Small Business Journal, So Rhode Island Magazine and Trade Secrets Magazine. Lisa is a Board Member of The Tech Collective, Rhode Island’s voice for the vibrant technology community and a member of The Association of Image Consultants International (AICI).
Chris Ciunci is the Founder and Managing Partner of TribalVision, an outsourced marketing department for hire with 60+ employees spread across offices in Boston and Warwick. Chris oversees TribalVision’s strategy, marketing and thought leadership initiatives. In addition, Chris and his team develop comprehensive marketing strategies for businesses and non-profits looking to achieve dramatic top-line growth. Some of TribalVision’s clients include; Blue Cross Blue Shield, Plan USA, AstroNova and Ximedica.
The author of two books - Market Smarter and Marketing in the Trenches, Chris has built a reputation as a marketing thought leader in the New England business community. Chris is a frequent speaker at industry events and has conducted marketing workshops in partnership with numerous organizations. Chris has also served as a guest panelist for Providence Business News Marketing Summits, as a CIBER Case Competition Judge, and as a guest columnist for multiple business publications.
Chris holds a bachelor’s degree in psychology from Swarthmore College and an MBA with a marketing concentration from the Yale School of Management. Chris was recognized by the Small Business Association (SBA) as the 2015 Rhode Island Small Business Person of the Year. Chris is also a SmartCEO Future 50 winner and a “40 Under Forty” Providence Business News recipient.
Douglas Tondreau is a Cybersecurity contractor at the University of Rhode Island Digital Forensics and Cyber Security Center. Douglas is also, Lead Computer Network and Cybersecurity Instructor at the Academy for Career Exploration. Douglas is a certified k-12 Educator and has spent the last three years developing Cybersecurity curriculum and training Rhode Island teachers in Cybersecurity. Douglas holds a bachelor’s degree in Political Science, African American Studies and Computer Science and an MS in Information Systems from Boston University with a concentration in Computer Networking, Database Development and Web Development.
Dr. Frank D. Sánchez
Frank D. Sánchez has served as the 10th president of Rhode Island College since 2016. Sánchez is a fierce advocate for students and maintains a reverence for higher education and its potential to transform individuals, families and communities.
In 2017, Rhode Island Governor Gina Raimondo appointed President Sánchez to a two-year term as a delegate to the New England Board of Higher Education. He is also a member of several other boards and commissions, including United Way of Rhode Island and Boys and Girls Club of Providence. In July, President Sanchez will assume the role of chair of the President’s Council for the NCAA’s Little East Conference.
A native of Cheyenne, Wyoming, Dr. Sánchez holds a Ph.D. in Higher Education Administration with a concentration in Learning, Cognition and Instruction from Indiana University-Bloomington, and an M.S. in Student Affairs and Higher Education from Colorado State University. He also holds a B.S. in Psychology with minors in Communications and Ethnic Studies from the University of Nebraska-Lincoln.
Michael Sweeney is the co-founding shareholder of Duffy & Sweeney, LTD, a leading boutique business law firm headquartered in Providence. Known as a savvy deal-maker and negotiator, Mike leads the M&A practice where he regularly handles mergers, sales and business acquisitions as well as recapitalizations and equity financings nationwide. Mike also serves as general corporate counsel to leading privately held, mid-market businesses. He is a frequent speaker and writer on contemporary middle-market strategies for companies. He is recognized annually by key ranking organizations and, most recently, he was name the 2019 “Lawyer of the Year” for Corporate Law in the Providence metro region by Best Lawyers in conjunction with US News and World Report.
Bill Annino is the Southern New England SVP and GM at Aqueduct Technologies, Inc., New England’s leading technology solutions provider that enables customers to leverage technology solutions for a competitive advantage and business transformation. Bill has over 20 years of industry experience serving Southern New England, 25 years’ experience in the Communications and Collaboration field, and has served on multiple national and global technology councils.
Peter E. Moreau
Peter is Senior Vice President &
Chief Information Officer for the Corporate Information Systems at Amica, including the planning, organization and control of the company’s information processing operations and systems development. He also oversees the company’s digital channels and innovation activities.
He has over 30 years of information technology experience in the insurance industry. Peter works closely with the senior leadership team to establish a corporate strategy to support the company’s mission which is to create peace of mind and build enduring relationships.
Peter holds a bachelor’s degree and an MBA from Bryant University. He has also earned the insurance industry’s Chartered Property Casualty Underwriter (CPCU) professional designation.
Susan is the Human Resources Director of A.J. Oster, LLC. She serves as a consultant to management on HR related matters, understanding the needs of the business, and acting both as an employee champion and change agent across eleven distribution facilities in the United States and Mexico. Susan has over twenty years of HR experience with manufacturing and financial services companies in the northeast, and holds an SPHR certification. Her education credentials include a BS in Business Administration from the University of Vermont, and an MBA from the University of Rhode Island.
Victor Capellan is an education advocate passionate about helping students from all backgrounds. Since college, he has been at the forefront of education reform, currently serving as Superintendent of Schools in Central Falls, where he is implementing a district improvement effort focused on equity.
Victor has experience in K-12 school reform in New York, Massachusetts and Rhode Island, and has also worked in higher education. He received his Bachelor’s Degree in Political Science in 1992, a Master’s degree in Human Development and Family Studies in 1996 and a Master’s degree in Education in 2002 from the University of Rhode Island.
Victor was a member of the founding boards of Latino Dollars for Scholars, founding board member of RI Latino PAC (RILPAC), Past President of Quisqueya en Accion, Past President and Founder of the Dominican-American National Roundtable. Capellan is a member of the Providence Zoning Board and has also served on the Boards of the RI Nature Conservancy, the Narragansett Boy Scouts Council, and a member of the board of Rhode Island Hospital. Also served as chair of the Rhode Island Kids Count Board of Directors and chair of Rhode Island Housing board.

As Chief Information Security Officer with more than 20 years of experience in the technology field, Jason is responsible for Carousel’s Enterprise Security and Compliance Operations and Center of Excellence. He takes pride in leading the charge in building a culture that is secure by design for the Carousel community and its clients. Jason brings the highest levels of leadership, industry knowledge, and agility that today’s industry requires to effectively respond to the rapidly changing threat, risk, and business landscape. He is the recipient of several prestigious awards in technology and leadership, like Rhode Island’s 40 under Forty Award, Rhode Island’s Tech 10 Award, and is a seven time National Public Technology Institute Solutions Award winner. Jason currently serves on Congressman Langevin’s (D-RI) Cybersecurity Advisory Committee, Tech Collective Board of Directors, and the Rhode Island Joint Cyber Task Force.
